Adkins' ("Adkins") Objections and APPROVED and ADOPTED IN FULL the findings Magistrate Judge William E. Fitzpatrick set forth (Dkt. 3) and DISMISSED WITH PREJUDICE Plaintiff/Petitioner's Proposed Emergency Complaint. (Dkt. No. 3), Pet. Appendix 7.

Whether the U.S. Court of Appeals for the Fourth Circuit properly affirmed the district court's order denying the plaintiff's requests and dismissing the case
