Appeals for the Third Circuit endorsed the mistaken
application of law and insufficient factual
determinations surrounding Petitioner's claimed
violation of fundamental due process principles
requiring the state's disclosure of exculpatory and/or
impeachment materials in violation of Brady v.
Maryland, 373. U.S. 83 (1963).
